Design & Specification

Whether it’s building a new project, or restoring an existing structure, all efforts to limit operating and capital costs are achieved through adequate planning and innovative design. Our services include site development, planning and zoning approval acquisition, architectural, structural, electrical, mechanical, and interior design.

Tendering Services

In Contract Law, a Tender is a written offer to contract goods or services at a specified cost or rate.  Specific to Construction Projects, Tendering is a process within which requests are made from Vendors and Contractors to supply goods and services to that project. Our Tendering Services include:

  • Issue Bid Documents to pre-qualified Contractors
  • Schedule, announce and preside over Bidder’s meeting to review the Scope of Work
  • Issue Addenda to record clarifications or changes (as required)
  • Receive and evaluate the Bids
  • Summarize the results including recommendations with respect to award

Contract Administration

Building Codes and Standards have made Contract Administration a vital sub-category of Project Management wherein the administrator reviews, approves, and certifies progress payments for completed works and ultimately monies are exchanged for services rendered and materials delivered. Our Contract Administration services include:

  • Prepare Contract Documents and facilitate their execution
  • Review progress payment applications and issue Certificates for Payments
  • Review, evaluate and advise on the validity of claims for change in Contract Price
  • Issue Change Orders (as required)
  • Issue Substantial Performance certification per lien legislation
  • Obtain closeout documentation (including warranties) at project completion

Construction Review

Once Contracts are executed and work permitted to commence, we offer independent review of the work in progress to evaluate performance and quality of workmanship and provide necessary technical guidance. Our Construction Review services include:

  • Review samples of work for compliance with the specified technical requirements during periodic site visits
  • Provide written reports highlighting non-compliant aspects and recommended corrective actions
  • Verify that deviations from the contract requirements are being addressed
  • Advise on the interpretation of the project drawings/specifications
  • Issue supplementary instructions (as required)
  • Attend site meeting(s) with Owner and Contractor
  • Perform a final review of the work with the Owner and Contractor at completion of the project

Temporary Works

Temporary works are installations required to provide access, protection, support, or services for workers, equipment and materials during the construction, renovation, retrofit, maintenance, or demolition of any permanent works or parts thereof. Typical examples include: shoring or bracing of excavations or load-bearing elements; access scaffolding; and protection of vehicular/pedestrian traffic. Safeguarding life and property, our services include planning, designing and review of the installation, use and removal of temporary works.

Property Condition Assessment (PCA)

Completed in accordance with the industry accepted American Society for Testing and Materials (ASTM) Standard ASTM-E2018 Standard Guide for Property Condition Assessments, our PCAs serve as a valuable tool for all parties interested in real estate investment, facility management and maintenance.

Performance Audit (PA)

A professionally conducted PA ensures that expensive construction errors or oversights are corrected before the warranty coverage expires and repair costs are assumed by the Corporation. Our reports are the written compilation of our expert inspection findings and are supplemented with photographs of observed deficiencies.

Reserve Fund Study (RFS)

Establishing and maintaining a Reserve Fund for future upkeep expenditures is compulsory under the Ontario Condominium Act.  Completed by our qualified and experienced staff, our studies provide adequate expenditure planning and compliance.

Tarion Builder Bulletin 19 (B19)

Tarion’s Bulletin 19 lays out the requirements for reports and information that must be provided to the Ontario New Home Warranty Program (ONHWP) by qualified Field Review Consultants and the builders/vendors of ‘Designated Condominiums’ enrolled under the Ontario New Home Warranties Plan Act. Our experts monitor and report on Tarion’s prescribed set of Risk Areas to simultaneously improve build quality and reduce post-construction disputes, thereby streamlining release of security.

Environmental Due Diligence

Determining areas of potential environmental concern are a routine part of many real estate transactions but are increasingly performed voluntarily by owners wishing to upgrade their operations to conform to new regulations. Our established procedures and thorough associates deliver accurate and timely Environmental Site Assessments.

Designated Substances Survey

The Ontario Ministry of Labour mandates identification of specific hazardous materials at all prospective construction sites. Workers must be cognizant of these hazards and take precautions to limit their exposure. Our surveys include sampling and analysis of suspected materials and the preparation of inventories for their management.

Expert Forensic Witnessing

We conduct each assessment in an unbiased, professional manner, providing fair and objective opinions. Our reports often help clients, largely lawyers and insurance adjusters, settle claims out of court.  Nonetheless, where litigation is inevitable, we are qualified Experts, providing both Expert Reports and Expert Witnessing.
